2023 Spay Neuter Assistance Program
Submissions to this program can be made online or by mail.
SNAP Program certificates will ONLY be accepted at BCARL Low Cost Spay Neuter Clinics.
Program Directions:
1. Complete online form or mail in the paper version including residency and income/need documentation.
2. Each certificate requested must be accompanied by a $20 fee. When completing the online form, the $20 deposit will be due immediately via Paypal pop-up screen. If this process is not competed, your application is incomplete and will be delayed.
3. BCARL will review your application for residency and income / need.
4. BCARL will begin emailing you approximately 30 days prior to your assigned clinic date with important details.
Please note - ALL confidential documents will be shredded after the certificates have been mailed to the applicant. We may institute a limit to the number of SNAP applications we can accept per event at anytime.
If you do not qualify for our SNAP program based on income or residency, you can still register for our low-cost events. Only the SNAP program requires that you meet certain requirements.
The pet owner is responsible for any vaccinations or additional services performed at our event. These are due at pick up the day of the event.
RESIDENCY DOCUMENTS ACCEPTED:
One of the following:
Current U.S. Driver's License with Photo
Current State Photo I.D.
Copy of Lease Agreement in your name
Copy of a Utility Bill in your name
INCOME / NEED DOCUMENTS ACCEPTED:
One of the following:
Current college student ID
Current military ID
Proof of military disability or military retirement benefits
Benefit card or letter various public assistance programs including Temporary Assistance, Food Stamps, HEAP, Unemployment Benefits, Supplemental Security Income (SSI), Medicaid, or SSDI
Benefit verification letter for Social Security
OR have an annual household income not to exceed 200% of the national poverty guidelines (with the 1040 form from your most recent tax return).
Before beginning the form, please save the required documents on your device so that you can provide it.
The SNAP program is for CATS and DOGS. You must complete all necessary documents and pay the $20 fee up front for the certificate.
SNAP is open to ALL Belmont County residents who require financial assistance in altering their pet. This program is not intended for animals you have in your care as fosters, rescues, etc. You must be their permanent home.

Please Note: Veterinarians at BCARL Low Cost Spay Neuter Clinics are governed and licensed by the
state in which they are located. They are not owned and/or operated by Belmont County Animal Rescue
League.
-Vaccinations are the responsibility of the pet owner and may be required by the veterinarian.
-The price list for additional services is on our event page. You must have proof of a current rabies vaccination in writing from your veterinarian or you will be required to purchase one at a cost of $8 per vaccine.
-Pet owners should contact BCARL prior to the event if there are questions about costs. All services, over the amount covered by the voucher, are the responsibility of the pet owner.

Donations to BCARL are tax-deductible as charitable contributions for US federal income tax purposes. There are no donation limits or restrictions on contributions to BCARL
