Spay Neuter Assistance Program (SNAP)
The revamped SNAP voucher is a new twist on an old program that was originally used by BCARL in the early years. This program serves as a voucher program for those owners looking to reduce the cost of having your cat or dog spayed or neutered at your local veterinarian's office. Spay Neuter Events

Feral & Community Cat TNR
Do you feed and care for feral or community cats in your neighborhood? Have you ever thought about the impact of them not being spayed or neutered? Just on female could have several litters of kittens in one year growing your population tremendously. If we work together to get them spayed and neutered, the cat population you care for will stop growing and will become more manageable over time. The program does not remove the cats from your care, it simple provides assistance in catching them, having them spayed or neutered and them it returns them to you after surgery. Transportation Partner Program
Though we do not organize our own transport runs, we do assist in providing transportation services for shelters and rescues who may be moving animals either to other rescues, foster homes or to adoptive homes. We use several volunteers who sacrifice their time to drive all over Ohio, West Virginia, and Pennsylvania in an effort to ease adoptions nationwide.
BCARL CARE & PLACEMENT PROGRAM
BCARL Care & Placement Program (BCARL, C&PP) partners are animal shelters, rescue groups, and other humane organizations who choose to partner with BCARL in the care and placement of homeless animals.
Potential BCARL Partners qualify as:
a registered 501(c)(3) nonprofit humane organization;
a organization affiliated with a national or regional breed rescue association; or
a public animal care and control agency

Our Foster Program provides temporary TLC for animals that may be too young to adopt immediately, need recovery from surgery or one needing to learn some manners through training in the home environment. If you have room in your heart and home, you can help us expand our services and save more animals!
We are always in need of great foster parents. The length of commitment varies; some animals only require a couple of weeks, some require a few months. Foster a pet today!
