The form to pre-register is now active to pre-register and pay your deposit. You must follow all procedures and pay the $30 down payment to register your animal. If you complete the form, but do not pay the deposit, you will not have a spot reserved.
You will need to complete the form below and the online checkout process (Paypal pop-up) with your deposit to register.
You can also visit our office at 50580 National Rd E. in St. Clairsville to complete a form and make a $30 deposit in CASH. Call before going to the office to make sure one of us is there.
This event will fill quickly and spaces are limited.

Our Spay Neuter Events in 2019 will be held in conjunction with RASCAL Unit out of Dublin, Ohio. RASCAL vans travel throughout Ohio with the help of local humane organizations, pounds, and shelters. RASCAL brings affordable pet care to local communities, including sterilization (spay/neuter), vaccinations, de-worming, and flea/tick treatments. RASCAL's low costs help pet owners take better care of their beloved pets.
Because of RASCAL Unit's popularity, appointments book quickly. You will be required to pre-register and pay a down payment of $30 in cash in our office or $32 via online form and Paypal checkout to hold your appointment. Clinics accommodate a combined total of fifty to 60 feline and canine surgeries per day. Once a clinic is full, we will update this page and refer you to our next scheduled clinic. Please note that $20 of the down payment goes directly to the cost of the surgery and $10 is a BCARL administrative fee per animal for all appointments. This fee helps to cover additional costs associated with hosting the RASCAL Unit. Online forms have an additional $2 fee to help offset the cost of Paypal processing. If you are a current lifetime or annual member, the administrative fee will be waived. At this time, our spay neuter events will offer spay neuter surgeries, associated procedures and vaccine services for felines and canines at our clinics. Vaccines are only available to those scheduling spay or neuter surgeries.
Any appointment, once made and paid for, CANNOT be rescheduled, changed or refunded. If the owner cancels, is a “no show” or cannot catch the animal, etc, your fees WILL NOT BE REFUNDED.
Cats must be in a carrier. If there are multiple cats, each cat must be in its own carrier.
Drop off for surgeries is between 9:00a.m. - 9:30 a.m. for Dogs and 9:30 -10:00 a.m. for Cats.
All animals will be picked up the same day. Please pick up your pet within one (1) hour of the pick-up call.
All dogs/cats MUST be up to date on rabies vaccinations. If your dog/cat is current you must leave proof of current rabies vaccination with your pet. Tags will not be accepted. Otherwise, your dog/cat will receive the vaccine at a cost of $7.00 per year.
If your dog/cat has previously received a vaccination and is due, you may be able to receive a 3-year vaccination with proof of rabies (i.e. certificate), tags are not accepted.
Please plan plenty of time at drop off to complete further medical information on your pet.
There will be restrictions for your dog/cat for up to 7 days.
We are only asking for a down payment prior to the event. Actual costs will be calculated based on weight adjustment, additional services rendered the day of surgery. Please be prepared to pay the balance in full the day of surgery. All price estimates can be adjusted based on factors the day of the event.
Must provide written proof of a current Rabies by a licensed vet or purchase one for $7
Please bring felines in a labeled carrier & provide a crate for your canine if possible.
No food after midnight the night before surgery (water is okay).

BCARL administration fee of $10 will be added to help with the cost of running the clinic and/or raise funds to help the animals in their care.

Ear tipping for feral / stray cats is recommended and can be done upon caretaker request at no additional charge.
If a female dog is in heat, there will be an additional fee of $5.00. Please keep in mind that large breed, overweight and older dogs in heat have a higher risk. For this reason, we may turn away a dog after the initial exam if we do not feel they are a good surgical candidate. The in-heat charge does not apply to cats.
Pregnant dogs and cats will be charged $5.00 extra.
If a male dog or cat is a cryptorchid (testicles have not fully descended), the cost of the procedure will be the cost of the neuter plus up to the full price of a spay for the same size.
If a pet is found to be spayed after sedation, there will be a $15.00 fee.
If a female dog or cat is found to be already spayed during surgery, the regular surgery fee will apply (exploratory laparotomy).
If a pet does not have written proof of a current Rabies vaccine given by a licensed veterinarian, the vaccine will be given the day of surgery at a cost of $7.00.
Pet’s presented for surgery that are not able to have a procedure done (already sterilized, sick, injured) will be assessed a $10 brief pre-operative exam fee.

Rear dewclaw removal (dogs) $30-45 per side at time of sterilization.
Additional $20-30 for sedation/anesthesia/pain management if pet is already sterilized.
We do not perform front declaw removals except for medical reasons.
Entropion (Inverted eyelids) $125 per eye
Cherry Eye $75 – 95 / eye
Mass removal and biopsy $130- 300 / mass
Enucleation (removal of damaged eye) $100

Dental pricing: Dental procedures range between $75-$150 (Additional fees may apply for IV fluids, difficult extractions/gingival flaps, and antibiotics). The actual cost of the procedure cannot be determined ahead of time as it is determined by the patients health and the procedure needed. The Rascal Unit does not have dental radiographs capability, so we are limited to some of the services we can provide.

Anal Gland expression: $15
Nail Trim: $10 (surgery patients can receive a nail trim at no charge). Our staff may decline doing nail trims on pets that are too fractious or that may injure themselves without sedation.
We carry Interceptor Plus, Vectra 3D, Bravecto, Credelio, Trifexis, and Drontal Plus for dogs, and Centragard, Catego, and Bravecto for cats. We have limited supplies due to space. For a longer supply for patients we have examined, please visit our online pharmacy at VetSource.
A heartworm test or proof of a negative heartworm test is required prior to prescribing heartworm prevention for patients 6 months or older. Patients are considered to be over 6 months of age once their canine teeth have completely erupted. We will not dispense heartworm prevention to animals that have not been seen by our doctors and without heartworm testing or proof of current negative heartworm test.
Travel Clinics are cash only unless otherwise specified by the hosting organization.
The Rascal Unit does not perform declawing procedures on cats. We do not recommend this procedure unless it is absolutely needed for medical reasons.

BCARL offers a SNAP program which provides assistance to those in financial need which helps cover the cost of spay and neuter surgery. In 2019, SNAP certificates will now be accepted at our low cost spay neuter events only. To see the income or need requirements for the SNAP program, please go to our SNAP program page. Those who qualify for the SNAP program will need to fill out a separate form on that page instead of the general event form. They will have a reduced down payment also due at the time of pre-registration.
